This component focuses on building of human resources capacity in relation to health services, and health insurance at the state and central levels including planning management staff, monitoring and evaluation and other technical staff. It is important as it represent a pillar for the project sustainability, this because as a government project, building the capacity of staff at the two ministries as well for project staff seconded from the ministry is very important project sustainability. Arrangements for the training involved the Continuous Professional Development Directorate (CPDD) and the Public Health Institute (PHI).  Health Academies  training of the middle health cadre , 464 persons have been enrolled in the two states, while the project has contributed to the improvement of the teaching facilities to improver academic environments.
